Green: China to open green building materials lab

The State Key Lab of Green Building Materials is to be opened in Beijing on Feb 28. The lab will be used for basic theory study of the application of green building materials.

Yao Yan, chief scientist of the lab and director of the board and the general manager of China National Building Material Group, announced Monday the lab will also be used for research into the key stages of green building materials' life cycle.

It only takes 60 minutes to fly from Beijing to Hohhot, the capital of the Inner Mongolia autonomous region in North China. However, Hohhot still enjoys an unlimited supply of electricity, while many places in China are facing their most severe power shortages for years.

The resource-rich region of Inner Mongolia is China's powerhouse and produces more electricity than it can consume. This vast region is famous for its abundant resources: It is the country's largest producer of coal and is home to the world's largest rare-earth mine.

Green Car: Chinese new plans to boost new-energy vehicle purchases

China's State Council, or cabinet, is considering a development plan for new-energy vehicles, according to Su Bo, vice-minister of the Ministry of Industry and Information Technology.

"All relevant government agencies involved in drafting the plan had a high level of agreement on the plan," Su said at an auto industry conference in Tianjin on Saturday. He didn't give details on when the plan will be approved or the measures proposed.

China's National Energy Administration may reinstate its control over onshore wind-power projects with less than 50,000 kilowatts of capacity, the China Securities Journal said, citing an unidentified person.

Currently, wind power farms of less than 50,000 kilowatts are approved by provincial governments and only larger facilities need approval from the central-government agency, the Beijing-based newspaper said Wednesday.

Energy Efficiency: China offers rewards to energy efficient companies

China will continue to allocate funds to offer rewards for enterprises that refit their production techniques and facilities with energy-efficient technologies, the Ministry of Finance said on Friday.

The move aims to promote green technologies and increase energy efficiency in the world's second largest economy, which has vowed to reduce the amount of carbon dioxide produced per unit of gross domestic product by 40 to 45 percent by the end of 2020, the ministry said in a statement on its website.

The prerequisite for getting the rewards is that companies must have consumed more than 20,000 tonnes of coal equivalent (TCE) per year before adopting energy-efficient technologies, and save 5,000 tonnes of coal equivalent (TCE) after their tech-transformation.

Green Economy: China to build high-tech eco-district in ancient capital

China released a general plan to build Xi'an and Xiangyang, the area used to be where the capital of 13 ancient Chinese dynasties stood, into a high-tech eco-district, in northwestern China's Shaanxi Province, local authorities said Monday.

The new area named Xi'an-Xiangyang New District will be mainly focused on developing the state's strategic emerging industry, environmental-friendly and low carbon industry, high-end manufacturing industry and modern service industry in the future, said Zhao Zhengyong, governor of Shaanxi Province at a press conference.

The New District, covering an area of 882 square kilometers with a population of 893,000, is planned to be built across Xi'an and Xiangyang, two neighboring cities in Shaanxi. It will be 10 kilometers away from downtown Xi'an and three kilometers from downtown Xianyang.

An electronic waste recycling company, jointly funded by Japan's Panasonic, Sumitomo, DOWA Group and China's Hangzhou Dadi Environmental Protection Co Ltd, will be built in East China's Zhejiang province, local authorities said Monday.

Located in Tonglu county under the jurisdiction of Hangzhou city, and built at a cost of 121.7 million yuan ($18.8 million), the Panasonic Dadi Dowa Summit Recycling Co Ltd will focus on the collection and recycling of discarded home appliances, including television sets, refrigerators, washing machines, air conditioners and computers.

This joint venture -- AusChina Energy Group -- will be founded by Datang Renewable in cooperation with CBD Energy Limited, an Australian-based company, and Baoding Tianwei Baobian Electric Co Ltd, a company based in north China's Hebei province, according to the statement.

Green Energy: Ministry unveils geothermal power plan

Geothermal power is expected to provide 1.7 percent of China's total energy in 2015, as the country speeds up its exploration of renewable and clean-power sources, an official with the Ministry of Land and Resources said on Friday.

Guan Fengjun, director of the ministry's department of geological environment, made the comment on Friday, International Mother Earth Day - which this year the ministry gave the motto "cherishing the earth's natural resources and transforming our economic growth pattern".
